Robert Waugh (died 1862) was a photographer involved in the pornographic industry and a member of the British Rite of the Templar Order during the Victorian era.


Working as a pornographic photographer for the Templars, he used the thief Boot as a courier to send photographic plates to rookeries and alehouses. Scheduled to meet with Boot on a day in 1862 in St. Giles Rookery and finding his courier late, he witnessed the Assassin Ethan Frye threaten and interrogate Boot.

Afraid for his identity to be revealed, he shot Boot in the head to silence him, also killing an innocent little girl who was passing by with his shot intended at Ethan. Waugh was chased by a furious Frye who killed him by plunging his Hidden Blade into his heart.

Later, Frye disposed of the corpse on the construction site of the first underground railway in London as part of his plan to acquire a Piece of Eden sought by the Templars.
